Well, it seems reasonable. If I say "I can't think of any town with
three railway stations", it would not seem to me to be a reasonable
interpretation to assume I meant "I can't think of a town with three
railway stations and a fireworks factory".
That is, if you've specified one set of conditions, why would I add
other conditions you hadn't mentioned? I assumed that if you wanted
to limit it to specific speed limits you'd have mentioned them.
As noted, I've still not thought of a 40mph-limit
no-cyclists-or-pedestrians A-road, though I can cite examples of any
two of teh three conditions.
(FWIW, Dorking has three railway stations, but I don't think it has a
fireworks factory.)
