The rear tyre on my road bike needed replacing yesterday. Had a small cut in it, tube came out, boom.
I walked it to Cycle Surgery in Spitalfields, who sold me a Specialized Armadillo tyre. Looks a good tyre to me - I ride a lot on city streets, and up and down bumps on cycle paths etc. I did note in the shop that the type had a heavy bead on it. Took the Tube home as I was in a hurry.
Last night I fitted the tyre, and there was a big bulge near the valve. And boom, scratch one Specialized inner tube.
I've fitted a new inner tube, but there is still a bulge near the valve. It looks like the innards of the valve stop the tyre seating properly, and on inflation it gets pushed out. The rim is a Vuelta Stylus.
Did you push the valve in before you start inflating? You sometimes have to do that with tyres. I put a new tyre on yesterday and had the same problem.

You need to start fitting the bead at the valve with the valve pushed into the tyre so the bead can seat properly. Once it is seated you can pull the valve out and screw on the retaining nut and work the rest of the bead on. Pretty much the same for all tyres.

I had a similar problem, the tyre not fitting down fully near the valve on Armadillos, which I fixed by deflating the tyre, pushing the side walls together and down then reinflating. Once fully on you may not have to take them off again for a very long time.

I remember the same problem.... You could try this:
Before you pump air in push the valve through the rim into the tyre so that you feel the base of the valve against the tyre. You should feel the beading 'wrap around' the base of the the valve as you push the tyre into the rim. If you put air in without first doing this the results are the same as you have described.
You need to start fitting the bead at the valve with the valve pushed into the tyre so the bead can seat properly. Once it is seated you can pull the valve out and screw on the retaining nut and work the rest of the bead on. Pretty much the same for all tyres.
I like to do that, too, when possible, but it's not essential to avoid the problem. Valve can be pushed up into tyre even if finishing at the valve. It shouldn't instantly come down far enough to prevent the bead seating. Even if it does, it can be popped up again.
Finishing at the valve can help prevent the tube jamming under the bead with particularly tight tyres.
With whatever method, give the valve another push up after fitting to test the seating.

For various values of "all" which doesn't include Schwalbe Stelvios on 406 rims, which are a complete cow to fit especially when new, and are very much easier if you start by pushing the bead right down into the bottom of the rim (beginning opposite the valve) and work up from there. Ditto certain medium pressure (100psi) 700c tyres of my acquaint.

It's also useful when fitting a tyre, after you've got the tube into the tyre and the beads on to pump just enough air into the tube to fill it out and then go round the wheel easing the bead on each side. Helps make sure the bead is evanly seated and that you don't trap the tube. Push the valve in at this point too.
