I took it as a really poor attempt at satire. To do a good Swiftian
satire you need to be *much* more outrageous. As it is, it ends up
looking like a carbon copy of the Standard Anti-cyclist screed #8.

I saw a lady riding with them last week. Cool, I thought. Certainly makes

My friend Pol has streamers that look just like those. He thinks
they're a theft deterrence device.

He had just brought home a fairly nice junker that was the same type
of bike as his regular commuter.
The bike wasn't tuned and was kind of ratty looking. He washed the
bike and decided to was his other bike at the same time.

When he'd finished, he went into the house for a few minutes and when
he came out discovered someone had stolen the new junker sitting
right next to the better bike. Neither bike was locked.

He figures they stole that one because the better bike had streamers.
