Teams have to be held accountable.
Perhaps like Astana in the TDF, a rider test positive the whole team gets eliminated from the event.
How about :-
If a rider tests positive, the Team as whole gets suspended for the next 2 pro tour races, the rider may cop the 2 year suspension once his hearing is done.
If 'X' number of riders from any one team test positive the team looses their license without fail, team management then get the 2 year suspension.
(time frame not set by calendar year but by time from any last infringement ie:2 positives within a 6 months time frame)
They have to make the team management responsible for what happens within the team. Once they do that then perhaps they themselves will set up strict anti-doping measures and do their own testing & monitoring of riders.
With only the rider copping the brunt of penalties management don't take much interest and can brush the problem (ie:the rider) away and employ a new one.
1 in all in type of thing.
I can't see many riders &/or management wanting to pay the price for somebody else's wrong doing so they will be much stricter within their own environments.
