Should I try to make a report to the authorities if I witness a close call?



"Really? You're expecting authorities to take action on close calls? In my experience, they're too busy dealing with actual accidents to care about near-misses. And what's the point of reporting if it's just going to get dismissed? Sounds like a waste of time to me. Shouldn't we focus on advocating for better infrastructure instead of trying to babysit drivers?"
 
Reporting close calls feels like shouting into the void. If authorities ignore near-misses, what's the point? Should we really waste our breath on reports when the real issue is driver behavior and infrastructure? What's the threshold for action? Is it only when someone gets hurt?
