How about going the other way? Does it only step strangely in *one* direction? If it's misbehaving
in both directions, that sounds like something in the shifter on the handlebars, but I can't
figure what.

The gears are in goodcondition and the chain isnt stretched. Have i missed something
It sounds like either the cable is sticking somewhere, or the der has a spot where it's stiff and
not moving freely. Dismount the chain and see if the der can swing through its full range smoothly.
If it doesn't, disconnect the cable and see if you can (carefully!) swing it through its full range
without it binding somewhere. Then pull on the end of the cable while running the shifter through
its range.
