a man built his own tandem along the same lines.

I used to ride with a Kiwi who rode a Lahar
http://www.lahar.co.nz/index.phtml
with a Rohloff and no chain tensioner, so yes it is possible.

You'd need a constant chain length and rear facing dropouts for it to work.

Nicolai also do a couple of full sus frames which use roholffs (although
possibly not quite in the manner you're expecting)

(i) Start with a Nicolai Nucleon frame. The best, but expensive.
(ii) Start with a GBoxx compatible frame, available from Nicolai,
Brooklyn Cycle Works, possibly one or two others. Still expensive.
(iii) Start with a URT frame such as a Klein Mantra. Still has all the
problems of a URT, but much cheaper.

Frankly I bought my Mantra (second hand) in order to try exactly this
experiment; but seeing that in order to make a decent bike out of it
you'd have to cure it's brake dive characteristics, that's a USE Sub
fork at around £800 plus a Rohloff at about £800 = £1600 and so I
haven't done it. If you'd like to try this with a Mantra I might be
persuaded to sell you mine (or Mantra or other decent URT frames come
up on eBay from time to time - that's where I got mine).

You'd still need a chain tensioner as the Mantra doesn't come with
horizontal dropouts - unless you add welding on horizontal dropouts to your
costings.

The Mantra was a great atempt at sorting out the URT problem but as for
other decent URT frames I'm not entirely sure they exist, and anyway
wouldn't help the OP as they'd not come with horiz dropouts.

(ii) It will suffer from pedal bob;
(iii) There's no commercially available decent quality frame with that
geometry that I'm aware of, so you'd have to start from scratch.

Lenz make one - www.lenzsport.com. I heard of it from a man who built his
tandem like this.
