I have a rim that's less than 2 months old that has a rim seam that is uneven. It was ok for the first 200km or so, but now is noticeable when braking. It has a raised lip up when the wheel is revolving, so it catches the brake pad at each revolution. I'd imagine the effect would be less noticable if the unevenness went from high to low instead.
How do I fix the problem? Do I try to sand it out? Will the gap keep growing?

probably your best bet. you'll need to keep monitoring the situation if this was ok initially but has suddenly become a problem - you may have some movement between the hoop ends.

How are the spoke tensions around the joint? If they are even, then a careful smack with a bubber hammer backing the rim with a block of wood on the floor can assist in the alignment process. I would have thought, were this a front wheel, that the simplest way out is to turn the wheel around, change the skewer, and if needed, the tire. Is this too simple ? -- Bonne route,

Hopefully that will help with the sensation, as well as preserve the brake pad, but will it fix the problem?

I've used both an adjustable wrench and a Vise-Grip to solve this problem on different occasions.
Having just read Jobst's posting re: tensioning a wheel without a rim joint insert in place, I'm wonder how I managed to accomplish this. ;-)

That sound destructive if you don't loosen spoke tension first. That has got to cause dents in the rim.

You must have loosely spoked wheels. The compressive force in the rim joint of a tight wheel is about 1000lbs.
