composites are usually made of fabric (such as carbon or glass fibre),
sometimes enclosing a core material (balsa, nomex, airex), in a resin
matrix, where the resin is usually polyester or epoxy and may be mixed
with microfibres to add strength, colloidal silica to add viscosity, or
glass microballoons for lightness. So it's perfectly accurate to call
any carbon fibre component a resin component. Obviously, a resin
component isn't necessarily a carbon fibre component; the reinforcement
may be glass fibre or polyester, or possibly other things.
Composites can certainly be a good lightweight alternative to metal,
although of course it depends on the composite. And something described
as 'resin', while it's probably composite (certainly in this
application), may simply be just resin with no reinforcement.

Plastic describes a material which can be shaped; but when we use
'plastic' in common parlance we're typically talking about
thermoplastic - materials which can be shaped when heated. Many resins
are set with a catalyst and can't be resoftened by heating - or if they
can be they can't subsequently be reused.
But fundamentally, would you buy brakes made of 'plastic'? 'Resin'
sounds so much more technical.
