locally to me (no internet that long ago) was a Shimano branded one for
about £40 ish, IIRC

While I would generally be happy buying "value" tools, taps are something
I'm wary about. Hooves 1 ended up with the end of a cheap tap stuck in one
of the mounting holes for the detachable dropout. Given that those taps
are not even HSS (Carbon steel? Mild steel is "carbon steel" IIRC!) I'd be
twitchy. If it's to clean up a mostly OK thread you'd probably be OK, but
cutting a thread from scratch...

you? The kind of question that says 'fleece me'.

Namrick are pretty good. I have bought all sorts of odd bolts and bits
from them and their service has been excellent.

I did find somewhere that did left and right hand pedal thread taps at
a good price. Unfortunately I have forgotten where.

All steel contains carbon. I think to be carbon steel it has to be over
a certain proportion (1%?)

Always the way. I got some from Dyna-Tech, when it was Raleighs premium
brand ... but I'd be hard pushed to find them now, I think ... 😉

I am no expert. A couple of years I had a little project that
involved hand tapping over 100 threads. As this was a big ask for
someone who had not done any metal work since school I bought a little
workshop booklet that explained about taps and had nice tables to
explain the drill sizes required etc. Anyway the author of this
booklet pointed out that for hand tapping Carbon Steel taps are a
better choice than HSS which are the better choice for machine
tapping. He gave a reason that I do not remember and also pointed out
that some people think HSS is the best choice for everything but it is
not.
