Sounds like I should be able to re-gear without too much trouble. I
appreciate all the responses, they have been very helpful.

As both David and Sheldon pointed out, 40x18 is already a pretty low
gear, but I ride this bike in street/dress clothes for short trips
(5-10km) so I take it easy. Also, I do ride it off-road as well, as I
have my choice of streets, bike paths or trails when I ride into town.

I live in Whitehorse, Yukon so I have a long winter of riding on snow
in very cold temperatures, quite bundled up, so I want something I can
just grind along with, hence my desire for a 32x18.

Well, *40*x18 (what you quoted) is a very low gear (IMO). But, 48x18
is, I think, a very sensible gear on a road bike with narrow tires
(given reasonable terrain of course). I just raised my commuter up to
48x17 and I've been loving it. It took about 4 commutes (56 miles
total) to get used to it.

Something is changed here. We were not talking about 48x18, which is a
good gear for a fast ride (about 72"😉, but IMO is too high for commuting.
We were talking about something less than 60", and the OP wanted to go
lower.

the quick guys will be doing close to 50mph down the hill, and I'll be
doing about 38mph; that's about as fast as I can go while holding the
bike back, and pushing down there takes me in to an uncomfortable rpm
range. Some kind of resonance issue makes over 140rpm bouncy, but it
smoothes out at 160. I don't mind going through the bouncy patch on
the rollers, where the lack of inertia means I'm through it very
quickly, but on the road it's not nice.
