It it worth a career change from a technical writer in his mid-40s?

Only you can answer that. If you are not happy with what you are doing,
then you should probably go for it, especially if you enjoy cooking.
However, as a cook or chef, you may find your attitude changes once you
are around it all day long.

If its a money issue only, doubtful change would pay off for quite a few
    years.

No. You're at least 20 years too old... if you posessed the innate ability
required to earn a living cooking then by now you will have already groomed
your natural skills way beyond anything you can derive from any cooking school.
And as a tech writer you likely sat behind a desk the past 20 years, so odds
are you're not even close to being physically fit enough to earn a living
cooking, certainly not as a newbie cook. At this point in your life you'd have
a much better chance achieving a meaningful career as a rap star... hey, I'll
give you your first lesson... grab your crotch and say Yo Bro, I got yoose
cookin', yoose good lookin' ho momma... remember yoose don't need to know
nuthin b-aitch, it's all in the crotch, yeah, yoose sister she be grabbin' yer
    nads...

Okay, that be 'nough for now.

LOL, Sheldon... I forgot to consider, he may not find the career he expects,
but could find such a "meaningful" life.
