hey, I'm 14 too and had the same problem
If I'm going to be riding for at least 30 min I will put on biking
shorts (yes with padding) under athletic shorts
Also before I put the biking shorts on I rub chamois butt'r in the
padding of the shorts (vasaline also works)

I know the biking shorts can be uncomfortable but they get less
noticeable as you ride more and they are a lot better than chafing,
which is, IMO, just what you have(though a bad case)
