I agree that it's embarassing that this team is doing the Tour. They're
in because

1) they are french
2) their team (as Delatour) won a stage last year, never mind that the
guy who won that stage is not with them anymore.
3) people like Legeay will say that the Giro is full of mediocre
Italian teams, and the Vuelta full of mediocre Spanish teams, so
whhy not have mediocre French teams in the TdF as well. Of course,
it's true, but that's because the better teams did not ask to
participate to the Giro and Vuelta. Not so in the TdF

Furthermore, the excuse that has often been used in the past to justify
inviting weaker French, that they build the future of the French
peloton, cannot be used for RAGT, who are mostly a bunch of old pros.
The "build the future" excuse was used repeatedly for the
Bonjour/Brioches team, and I think it has worked out well. RAGT, on the
other hand, is hopeless. Their only objective is to get as many riders
back to Paris as possible.

Health Net's big international competition this year was the Tour of
Langkawi. Despite the fact that the race was in January, so it isn't the
most accurate indicator of mid season fitness or team coordination, the most
noteworthy teams were Lampre, Chocolade Jacques, Mr. Bookmaker/Collstrop,
Ceramiche Panaria, Relax-Bodysol, and Formaggi Pinzolo. None of these teams
are entered in the TdF. In the two stages that ended on mountaintop
finishes, Health Net's best two riders were Lieswyn and Pate. On stage 2, L
finished 25th, 2:52 down, P finished 50th, 6:03 down. On stage 9, L finished
30th 6:44 down, P finished 63rd, 13:19 down. On stage 3 which had a big
climb toward the end (finishing with a descent and flat run-in), the field
broke into small groups. Fraser won the bunch sprint for 2nd.

As far as the Tour goes, if Health Net wasn't an American team, they would
get about as much consideration as Barloworld.

It isn't at all clear to me that Healthnet would be all that
outclassed by the majority of teams in the Tour. I think that they
could put in at least as good a Tour as Euskatel has put in so far.

Often forgotten is that the Tour de France is by invitation, not UCI
points or best in country. Pro Tour may change that, or not. Until
the present this has been something the race organizers have used to
promote national cycling. If the UCI dictates who can and can't race
in it then it loses some amount of french 'ownership'.
