Rack Pack and Panniers

I know it will entail you buying another rack,but the Tubus Cosmo has a
lower rail for the panniers whilst the rack pack fits on the top.

The rack though is slightly narrower than some so it depends how wide
your rack pack is.

Also it is not cheap but it is very well built.

I got rid of the rack pack and use a Carradice saddlebag, with the Cosmo
for the panniers and find it much better.

Some racks have a rail a bit down from the top to attach panniers to
without interfering with a rack pack. Whether you can find one that
suits your particular panniers and pack, I don't know.
(I have a Halfords bag and rack and my Carradice panniers fit like that.)

shows the sort of thing I am talking about. The Topeak one even says
"Extra side rail provides compatibility with most panniers when using
a Topeak Trunk bag" (non-Topeak bags won't be able to use the
"Integral Quick Track", but would probably still strap on ok).

An advantage of the good lower rail designs is that they allow the
panniers to be set slightly back. This helps with heal clearance. I
probably could not use full size panniers on my bike. (I use front
panniers on the back). The lower rail obviously lowers the centre of
gravity that should help with balance.

Another option for lower rail racks is SL who make several examples.

SL fit in the middle in terms of price between Tortec and Tubus. SL
make good quality racks but the Tubus is also light.

I was going to suggest the OP may be better off getting a Vaude top
bag that should be compatible with the Vaude Panniers. Then I checked
the vaude website and saw that all the pictures showing top bag and
panniers together were using lower rail racks.

You used to be able to get 'universal' low rider attachments that fixed
to the side of regular rear racks, but I can't find any on the web -
does anyone know if these are still available? It would probably be
fairly easy to modify something like the Blackburn standard front low
rider for this use. Or as others have said, some racks (e.g. TorTec
Expedition) have additional side rails.
