Yes. TT's are generally open to all categories.

Most Master's races are for 1-4

If it says Masters 50+ it means all categories as long
as you have a license. In general, if you show up, you can race
in just about any UCSF race with an cat4-5 class no matter
what your age. You might get lumped in a mixed bag
class but you can race. When in doubt call the race promoter.
I can't imagine it being any problem with a TT.

That all depends where you are; many simply specify "Masters 35+", and
that lets anyone in. "USCF Masters 35+" lets in all categories except
citizens.
