Question on shipping to NZ

Try individual wheel boxes, like come from QBP. USPS goes by weight, unless
oversized, and can be considerably cheaper the either FedEx or UPS. In any
case a wheelbox is going to cost a *LOT* to send halfway around the world.
Also you might try a freight consolidation company.

UPS, USPS, FedEx, etc. classify any package over 83 or 84 cubic inches as
"oversized" - and charge an arm and a leg more for shipping. To avoid
oversize charges, several wheel manfacturers use boxes that are diamond
shape when viewed from the top and measure 82 cubic inches. It is easy to
modify a standard wheel box to the same dimensions.

The only downside we've experienced with these boxes is the inability to
bind two of them together to ship as one package. Still, considering the
cost savings, shipping two of the diamond shaped boxes should be less than
the prices you were quoted.

USPS airmail. We have sent some stuff, including two wheels and a frameset to
Guam-about $110 per box

If too big, try a frame box or ship each separately.

the 2 wheels, but small enough to be considered
oversized.

Every distributor and wheel manufacturer has tried to figure out how to fit
2 built wheels into a box that isn't oversized... so far, to the best of my
knowledge, no one has been successful (damn!).

The components for 2 wheels will fit in one box that is not oversize.... but
the customer will have to build the wheels or find a shop to do it for them.
The savings on shipping one box instead of 2 might be more than the cost to
have the wheels built.

for that amount, you might as well buy the round trip airfare for $800
and carry them as baggage.

if you can deliver to an airport, might be possible to send air freight
with an airline rather than a package service.
