  1. I'm having a problem with the Presta head on my Action Jaxon pump
where by I hear air hissing out of the head unless it is perfectly
positioned on the Presta valve. Is it a pump or valve issue? Aside
from buying another pump or replacing the head is there a fix?

Learn to perfectly position your pump head.

Replace the O-ring in the pump head. Or get a new pump head that works.

Use Michelin tubes, which have better valve stems that seem to leak less
    than others.

    Silca brass pump head-$10..

Would I also need to change the hose on my pump to accomadte the new
    head?

Nope, just cut off the old head, a wee hose clamp and the new Silca
    head...

Nope. Snip the end, stick in the new head, clamp with an under-a-dollar
    stainless hose clamp.

last pump head you will ever need.

The next day I ordered one, and couldn't be happier that I no longer
have to struggle forcing on and off the old Silca Brass pump head,
including stripping the gasket with threaded stems, and the head
blowing off of non-threaded stems at high pump pressure.

    Unfortunately (see for prices)

    http://www.jitensha.com/eng/miscparts_e.html

with the 2 spare gaskets, it cost $50, but it just works so perfectly,
and will certainly last forever! Never mind that the included
instructions are only in Japanese: once you figure out how to adjust
the head so it latches positively, you'll be in pumphead heaven.

No. Just cut off the old head and use a hose clamp to hold the new one.
