The best way to stop bicycle theft is to not buy a stolen bike. Look in the mirror.

Additionally, from LEO acquaintances: In the US, no private registry of information is likely to be
consulted by any law enforcement organization when attempting to identify a bicycle's owner pursuant
to a possible theft recovery situation. If the SN wasn't added to the police theft report, no
matchup is likely to be made between owner and unit if the item is recovered.

In other words, the "service" is likely to be worthless in fact.

That's why here in Germany thee police register bikes. The number is then covered with a big sticker
"Hands off, this bike is registered", which seems to have a deterent effect on the rats.
