There has not since been a 24.5 km time trial into Paris on that course.
However, if you look a RTTC records from the UK, which can only be certified
if there is virtually no wind (traffic issues and slipstreaming thereby are
an issue) then the record for 25 miles set by Chris Boardman at a speed of
approx. 52.48 on what I think was a flat course, should give an indication
of what is possible with a tailwind. http://www.rttc.org.uk/
Was Lemond using drugs? I certainly don't know. But you can't conclude
from the time that he was, either. This points to the overall effect of
drugs in sport, not just cycling, where every record is to some degree
suspect.

Most or all of the other final TTs have been on what is basically a
big loop -- starting and finishing nearby. Wind tends to hurt in those
situations. The 1989 was a ride from out of town into Paris, not a
loop. Also the 1989 TT was short for a final time trial.

TT records are totally arbitrary. Seldom do they hold a TT over the exact
course. If it should happen the weather is variable and influences the
result. Don't know why they even mention results as record time. No two
courses are identical. This has no reflection on Greg or Lance.

Boardman did that '45' for 25 miles on a fixed gear. It was shortly
before one of his hour record attempts. As you suggest, the course was
out and back; the RTTC record for straight out records is a better
indicator - Ian Cammish did 3:15 (?) for 100 miles one way, away back in
the early 90s...
The 10 mile out and back comp. record is a better indicator - 16km in
18:19 which is 52.7kph. 54.5kph was exceptional back then, though.
downhill TTs have been done in the Giro.

However, baring the obvious lack of a precise 1:1 comparision. When
you figure in that the bike that are now in use compared to what even
LeMond was using, it is fair to say that Lance hasn't blow that
performance out of the water by any signifigant measure, as would be
needed to use this as evidence that Lance is using drugs.
Combining this with a total lack of any credible evidence against him,
the concerted efforts that have been made to catch him, his well
documented perfermance as young teenager and his history with Cancer
and I think they is more than likely he is clean say 70%. Where for
the average guy grabbed out of the peloton I say Maybe 50/50. Whether
I think he was clean back pre-cancer well that is a different story
entirely and in many respects a different man.
One thing I am certain of though. Cycling is a lot cleaner than
Football, Baseball or Hockey.

Lemond was 50 seconds behind Fignon leading up to the stage. He beat him by
8 seconds.
50 + 8 = 58
More than 2 seconds/ kilometer slower.
