I'm watching an ITU World Cup Tri in Japan on OLN right now, and coming out of T2 I saw one of the Japanese competitors slapping the sponges out of the hands of the volunteers, prsumably so his competitors wouldn't be able to get them. They showed him slapping at least 4 sponges out. I couldn't believe it!

I ran a 10K road race once, where a guy swept all of the cups of water off the aid station table with his forearm. I still remember the range of emotions on the faces of the volunteers.
The *really* strange part is that, for me to witness this, the guy could not have been in position for a respectable finish. I have only run two sub-40 10K's in my life.

That's really pretty sad. Not that you've only run two sub-40 10Ks, that a middle-of-the-pack guy thought that knocking over the cups was ever appropriate or worthwhile, let alone for a guy of that speed.

Well, you can't fine someone who's doing your road race because there's no way you couls make them pay. And you need to make sure you have a rule that lets you DQ people for generic unsportsmanlike conduct (because you probably didn't think that there would be anyone who would od something asinine like this so you probably didn't explicitly write a rule saying it was illegal to knock over all of the cups). Then you need to have the volunteers report the incident and DQ the guy.
Not that I don't think it would be worth the effort, but most road races are a little too casual to do something like that. Personally, I'd DQ him and ban him from future races, then circulate the info to other area RDs. But I can be a little vindictive.

Why aren't guys like this DQ'd or fined?

Then of course, there's the old tackle him and make him fill 100 cups before he can leave the aid station uninjured treatment. Not exactly legal (some folks would call that assault) but fun, and oh so satisfying!
