Basic physics again: if you're at the limit, you have to be pushing against the bars. Unless you can get your COG lower than the axle of the front wheel then you have to have something to push against to stop yourself going over the bars!
Actually it's not the axle that matters, it's the tyre contact patch - so unless you can get your centre of mass lower than the road it's still theoretically possible to launch yourself.
