There is a PDA version of OziExplorer (cunningly named OziExplorerCE)
which may suit your needs:
It does require the full PC version to make calibrate the maps for the
PPC.

I recently installed MemoryMap on my PC, and it simultaneously loaded
Memory Map Pocket Navigator onto my PPC (iPAQ 2210). It will obviously
use MemoryMap's own maps, copied from PC to PPC (selectively, even
with a large CF or SD card; they're BIG!). But Help also explains how
to roll-your-own. I hope to try that soon myself.

There is a freeware prog called Garmap:

Waypoints and Routes, and shows your current position on a map. Garmap
CE also offers a function like Garmin's GPS "GoTo"... it shows your
current speed, track, bearing and ETE."
I've got it working on a Garmin 12 and HP Jornada.
If you're planning to use your pocket PC outdoors bear in mind that if
the sun is shining you wont be able to see the screen on a lot of these
pocket PC devices, and if the sun isn't shining the rain will knacker
them! You also end up with about 2 metres (that's a kind of yard for
those of you who are the same vintage as myself) of connecting cabling
draped around various parts of your anatomy.

You have three choices.
Complain to your newsserver sysadmins.
Look on Google Groups which has uk.rec.gps.
Change to news.individual.net which is IMO the best newserver around and
well worth 10 Euros per year.
