Boogerd is not an exceptional Tour rider because of his poor time-trialing
skills. He could kill himself and probably finish 10th or thereabouts, but
has given that up for a few years now. He now concentrates on the (former)
World Cup races and maybe a stage win in the Tour. Of course another
relative weakness, his sprint, prevents him from winning a lot. He's still
the best Dutch bike racer by far over the last decade or so. Give that man
a sprint and he would be THE classics rider of the late 90s, early 2000s.
Look at last year, what was it, 4 2nd places in 1.HC races? And maybe the
strongest on the hill in Worlds. Ah well, even I can outsprint him.

Idiom. Liggett probably meant pretender in the sense of pretender
to the throne (one who has a claim, but not the most legitimate claim),
as opposed to pretender in the sense of impostor or faker.

It's partly, but not entirely Phil's fault that he's more literate
than his audience.

I remember Boogerd winning the 1996 Tour de France stage in which
Armstrong dropped out. It was raining all day, and he was in a two
up break with Mauri with the peloton very close behind. The last
kilometers had a lot of corners in which he gained about 3 meters
on each one, which showed everyone the advantages of riding in
Holland. You're right that he's not a great sprinter. In the 1999
Amstel Gold Race, I think he spent the last 10K's on Armstrong's
wheel without taking a single pull, but won their sprint by a
few inches only. Apart from that, I think of him as having the biggest
teeth in the pro peloton.

Well, let's just suffice to say that we are all aware that he's not a
noob or clueless.

And it's not that surprising that he doesn't know who Phil is.

THAT is part of what makes it funny.

In addition, if I went on a Dutch message board and didn't know who
the Dutch version of Phil Liggett was there would certainly be some
goofball who would point out how odd that was.

I was hurrying(which is why I spelled the word 'me' as 'be'😉 to be the
first to be that goofball here.

But I can see how the joke was not clear.
