My mother got her license when she was 30 yo or so, and then
never drove after that (we didn't have a car). At 50 they
moved to a smaller village and bought a car. She got an
instructor to give her lessons in her own car for a while. She
never drove long distances, just to the nearest station.

I would expect that people like her aren't the problem, they
know their limitations. What was more worrying is the system
that you can't hire a car the first year after you get your
license - I knew a number of people when I was a student who
got their license and then couldn't drive for a year, and then
hired a car or van ...

My brother passed his test and then probably only drove a couple of times
over the next 10 years. I'll need to ask him how he felt about it.
