uk.rec.photo.misc?
I quite like photo.net - it has an American bias but there are a lot of Brits on there.

As Zog said the uk.rec.photo.misc would be you best bet for this country as a newsgroup. Otherwise
the rec.photo.*** groups are more specific if more american biased.I use digital myself so the forums I frequent wouldn't be as relevant.
