Wrong, this is not about "silencing" the whistleblower. It is about
punishing him and using that punishment to silence any who might
consider cooperation with investigators. And for that, the more
witnesses the better.

So if your theory is true, Armstrong just confessed that Simeoni is a
whistleblower. Ergo he didn't lie.
Then he might have bitten more than he can chew when it comes to the
court, but we'll see.
