Too much blow.
Or, they try and keep the nasal membrames from drying out prematurely.

Without even looking at the photo I will tell you that they are putting
laced cotton in there to open up the airways. Does it work? Uh, kinda. It is
about as useful as putting vabor rub on your chest but stronger. I suppose
it might help you sprint out of the start house and get up to speed by
making you feel you are getting more air in. Is it all placebo? Probably 97%
is.
