I doubt this very much. If George H.W. Bush were pulling the strings and picking the advisors, W would be a very different president - a more moderate, worldly wise president. I'm not saying that's better, just different.
W, otoh, has embraced his neo-con advisors in a way that his dad never would have.
Either way, he is definitive proof that just about anyone can become president of the USA -
I disagree with that as well. He is proof that you don't have to be very smart to be president - as long as you're rich, politically well-connected, and have good name recognition. And he's not the only one. Arnold fits in the same category, though he's arguably smarter. But it wasn't his smarts that got him elected.
