As you are new to riding, I'd recommend that you don't spend too much as you won't really know what you want until you have been riding for a year. So if you keep your purchase cost down, then you can afford to upgrade once you have some experience and a better understanding of your personal needs.
One thing to be careful of, is that there are mens bikes and womans bikes, as we have different body shapes. The womans bikes have the seat and handlebars closer to each other and have serveral other changes to make them fit your body shape better.
Make sure that your feel confortable on the bike and can operate the brakes correctly, some bikes out there have the leavers too far away for female hands.
I agree with PP, buy a not-so expensive but still decent flat bar like a Giant CRX or specialized sirrus. They have all the benefits of a road bike while still being relatively comfortable. They have agreat resale too. If you really enjoy it, get a road bike with decent components. Have fun riding

Once again Stewie makes a good point. I would add to look for a used bike since you are starting out and might not want to plop down some big green at your local bike shop.

Hey, My advice is to get an entry level bike from a bike shop. Get a performance style road bike and not a commuter type bike. Most importantly stay away from the Mongoose, schwinn type bikes from general convenience stores. If it doesn't feel good to ride, then you won't do it
