The 17.5% is the UK VAT, so that the UK government don't make a loss on the
fact that you've shopped abroad. The 4.7% will be additional import duty.

Well.... Before you leave, get a junk (and I mean *JUNK*) wheel. Make
sure you have it entered on the customs form as you leave the country.
There's usually a stand for that somewhere at international departures.

As soon as you have it entered in the form and the form firmly attached
to your passport, discreetly throw it in the trash.

Then on the way back, show the customs dude the wheel you bought, and
point out the fact that you took it out of the country.

Presto, a 22.5% savings....

No. Sales tax is dependent on what items you buy. For bike parts is 4.7%,
for a complete bike I think it's more. There are different rates for
cameras, computers, golf clubs, etc. Check with Customs and Excise for
exact rates.

Sid's (http://sidsbikes.com/site/intro.cfm) on 34th between 1st and
2nd should do the trick. They're one of the city's more MTB-oriented
shops, and nice peeps to boot plus one superb pooch. If, however, you
find yourself in Brooklyn (which I highly recommend), may want to stop
by Bay Ridge Bicycle World (http://www.bayridgebikes.com/). They
usually have a lot of interesting stuff in stock, may be a little more
willing to deal, and they're pretty cool too.
