Ritchey Tom Slick. Wire version is like 20 bucks per shot, so not too bad.
26" by 1.75 or something like that, but pretty damn smooth.

Assuming her bike has 26" wheels (make sure before you buy), the Performance
brand "City Slicks" (not sure of exact name) are pretty nice for the price.
Smooth tread, 1.25" width, folding bead, plain black, etc.

I recommend the Specialized Fat Boy tires... if you can afford them. I
think they normally retail for $30 a piece. They are a treadless slick
with flak jacket kevlar liner built in.

Schwalbe City Jets. ISTR they're meant to have puncture protection, and
they're not hideously expensive.

Go to a walmart and get a tire that is as smooth as u can.... here, it would
run about $15 each.

To make sure u get the right one... bring the old one into the store, and
have someone help u match the size.

I'd say just head over to your nearest bike shop and see what they have in
stock. City tires can usually be had fairly cheap, say under $20 each. I
wouldn't worry so much about the brand, unless she's going some real
marathon rides.

A lot of veteran riders use slick tires (i.e. no tread whatsoever) on the
road, which work well on pavement (but are downright dangerous on anything
else). So far, all the recommendations you've gotten have been in that
category. They also look kind of funny, which may matter to your daughter
(it certainly does to mine).

The City ST model is quite a steal at $8 each (as long as it'll only be
ridden on pavement).

I have a mountain bike fitted up for street riding, but I also take it on
light trails and gravel roads sometimes. I had a nasty high-speed crash
one time because of slick tires - they cause you to have virtually NO
brakes if you're ever off pavement. There are some tires with a bit of
tread, but nothing like the heavy knobs designed for off-road riding. I
think these are the best all-around tires. I haven't tried the VersaTrac
tires (in the above link), but they look like they'd be good.

Continental "Traffic", size 26 x 2.10, they work very well on pavement but
can also be used off-road in dry conditions. They are virtually glass
proof because of the thick rubber and reversed tread. Only drawback is
weight, they are somewhere near 850grams each.
