the wheels I swapped were both ksyriums. So I tried an old standard
front wheel and so far no creaks. I have read on the web that the
bearing adjustment side needs to be on the left for ksyriums, otherwise
the bearings work loose and the wheels creak. I will also grease the
fork/hub contact and see if that works.

I say stem and/or bars. Could also be brake levers on the bars. Check for
lubing of interfaces (at least on quill stems) and tightness of fixing
components on all.

Unless you've already done this, remove the stem and grease inside the
steerer. Reinstall the stem.
