Yes, unfortunately. It's the number of ticks that were required to
exsanguinate the unfortunate pigeon :-( The rest of the code tells
you that they were British ticks, and that the attack took place in
March. (The second 'C' is just thrown in to confuse people, which
will be why the meaning wasn't immediately obvious to you.)

Almost certainly a British racing pigeon bred in 2003. If you contact the
Racing Pigeon people (I think they're in Newbury, but find them via Google),
and their web site will tell you more. They can also contact the pigeon's
owner to tell him/her the bad news.

My wife has repatriated several (live) strays in the past by contacting
them.
