It was on the OLN coverage. A teammate gave him a wheel. The rest of team paced him back to the bunch, but he was caught at the back entering the finale and got caught behind the split.
Correction he lost a lot more (4:05) than mayo (0:17) and I see Ronald says it was a fall; at the time Liggett seemed to think it was a puncture.

It happened off camera so I'm not sure. Apparently, he got interfered with by a drunk who not only knocked him down but then mocked him while he was on the ground. Casar looked like he was in some pain when he finally crossed the line. I think he should've ridden back down the course to look for the drunk and punched him out, sort of like Merckx on Puy de Dome.
