don't think so. the 517 is 19mm deep, the 717 is 17mm, so i would expect 717 spokes to be 2mm
longer. you'd best measure tho to be sure.

Then you may want to check it for yourself, but I replaced a worn 517 with a
717 (w/braking surface) and it went OK. I don't know if this means that the spokes were initially
too short or weren't too long for a 517 to work but it went fine. The 517 was the first
choice but the LBS said these were unavailable and that the 717 was identical.

DT Swiss Specifications show ERD for XC717 = 538
while X517 = 542.
You will want shorter spokes for the XC717.
