lowrider without braze-ons ?

I have a set of Blackburn Low Rider racks for bikes without
braze-ons. There are U shaped clamps that attach to the fork
blades where braze-ons would be, the racks attach to these
and to a mudguard eyelet. There is also a hoop over the
front wheel joining the two sides together.

I understand the Carradice Limpet to be intended for
suspension forks. Is this what you want? If you're trying to
attach the lowrider system to a rigid fork, the Nitto Campee
comes with a "P" shaped clamp with rubber padding inside,
which works very well. The Campee is more a front rack with
upper and lower pannier attachment options than a simple
lowrider system. It also has threaded eyelets for mudguards
and a front light, which I like. Being steel (CrMo), the
Campee is quite rigid and durable; being steel, it is also
heavy and expensive. The name takes a little getting used to
as well...

As MSeries mentioned, the Blackburn lowrider comes with two
U-shaped clamps for forks w/o braze-ons. No provision for
mounting a front light, incorporating mudguards takes a
little fiddling, and it's not quite the work of art that the
Nitto is, but it is cheaper, lighter, and quite functional.

I used to have a set of lowriders which were a copy of the
Blackburn ones and they were good. Moreover, I've used Rose
Versand in the past and found their service to be excellent.

No the hole is about 4mm.

You can bodge them to fit on a fork with no eyelet. I put a
couple of strips of that metal stuff with holes in around
the base of my sus forks and it worked fine. It helped that
they had a separate foot that provided a ridge the strap
could sit on top of.

Should be possible to make an adapter that will sit over the
axle of a QR and have an eyelet hole. It'll make it a slow
release rather than QR.
