  1. Licence demerit plan for cyclists

    By Paul Heinrichs
    July 24, 2005

Bike riders who commit offences such as running a red light will incur
demerit points against their driving licences under a dramatic shift
in road rules proposed by the police.

The plan has emerged among the measures aimed at cleaning up serious
safety problems on Beach Road, from Port Melbourne to Frankston,
    before the Commonwealth Games.

But it would also help curb widespread disobedience of road laws by
the growing number of cyclists in Melbourne.

"If you breach a road rule, it doesn't matter if you are a car or a
bike, you've breached the road rule, therefore the penalty is the
same," said Inspector Alan Carlisle, who is driving the proposed law
    change.

    ....

The package, which is expected to gain impetus after last week's
cycling tragedy in Germany - which left one Australian bike rider dead
and two seriously injured - is also likely to include:

    · Improvements to the design, surface and engineering of the road.

    · Elimination of the "squeeze points" causing dangerous car-cycle
congestion, such as the narrowing near the corner of Charman and Beach
    roads.

    · A clear left lane for cyclists by the introduction of no-standing
zones from Port Melbourne to Mordialloc from 6am-10am on Saturday and
    Sunday.

    · A limit on the number of cyclists who may ride together.

    · Possible steps to lengthen the cycle of traffic lights on Beach Road
to deter cyclists from running red lights.

THis in spite of not needing a driving licence.. that bikes have a right
on the road and do not need a licence to use it.....

So what's your point? In my opinion if you demonstrate an inability or
an unwillingness to obey the law on a bicycle, a vehicle which has far
less potential to kill or maim others, then why should you be allowed
behind the wheel of a car? I'm all for it!

If you Read The Fine Article you'd know that there have been three
deaths in the last three years and 140 cycling related injuries.

Not totally against that concept. Might as well penalise ones pilots
licence tho. Personaly I care not if they shoot cyclists running red
lights.. tho they should shoot car drivers who do so with bigger guns 🙂
But I can see it all getting nasty.

You obviously weren't in Queensland in the 1980s, when any public
gathering of more than three people required a permit. I'm sure the old
street march laws could be dusted off to find a way to prohibit such
antisocial behaviour. Just arrest the lot of you and let the courts
decide (this of course works best if you have a compliant police force
    and magistracy in place first).

I don't know how it works in Australia but in the UK you can accumulate
demerit points before you even have a licence. In the UK demerit points
stay on your licence for five years so if you incur say three before you
get learner's permit, your licence kicks off with three demerit points
    for three years.

Insurance companies don't look kindly on that, especially if you've
managed to rack up eleven as one person I knew had.

But you poms take bicycle education seriously, don't you? I recall
reading that there is multi level bicycle rider training in UK schools.

I took a cycling proficiency test, can't remeber much about it 'cause I was like ten or something. I remember the most challenging bit was cycling at walking pace without wobbling.

That's the only education I had, maybe things have changed?

Did it today. HAd a support job in the sticks yesterday ending in GFs
car dying at 10.30 pm on the top of pretty sally in the rain.. with no
bloody tools or torch. Darker than the inside of a black cat. Nowhere
to pull off properly.. 6 inches deep of mud.. and while we had seen
hardly a car in the last 30 minutes.. it was suddenly busier than burke
    st. Sheesh.

Wished I had had the bike in the back. Bloody thing is undermnining the
    reputation of coronas

The coppers should also pick on cyclists riding at night without lights.
(They should also be defecting cars with 1 working headlight.)
I find it hard to see unlit bicycles when I'm riding, let alone when I'm
    driving.

Expanding on another posting, if someone is on a bike because they've
done their licence (speeding, drinking, etc), I'd find it very amusing
to see them keep losing it because they can't even obey road rules on a
    pushbike. :-)

This is stupid. The other stuff (lights, helmets, red lights etc) 100%.

If you ban groups, then you take away the fun (and safety) of the group.

Point 1: If I have no driver's licence, how do I lose demierits?
Point 2: Are they thinking of banning large groups of motorised transport
    also (such as cars?)
