A

A technical opinion based the low quality of the geoportail application
(poor programing, poor data, poor performance) and I guess there's a
political issue where a government is wasting good money on such a
website. But historicaly all governments never seem to have a clue when
it comes to IT projects, e.g. Air Traffic Control, UK.

Geoportail is a closer competitor to google.map than google.earth.

Could be. I've never been able to access it myself. It opened a few
weeks ago and there was a big fanfare on French TV. But I'm not very
convinced about government backed French programs either, so it wouldn't

Any area which the French government considers to be "sensitive" - e.g.
military bases - is blanked out. These areas appear on Google Earth.
Have a look at Brest (Finistere) for example.
