What are the rules regarding testosterone supplements for men who have
had their testicles removed?

He had one testis , not both, removed.

You get two as an insurance policy. One produces more than enough
testoserone to do the job.

Is it !!!! Really !!! I had both my testicles removed nearly ten years ago and have never had hormone replacement and most certainly not testosterone. All the removal of my testicles did was make me infertile, not impotent or testosterone deficient, at least not as far as my doctor is conserned.

He most likely takes a Hormone replacement for the side effects of radiation/Kemo therapies. I doubt he takes Testosterone, but he may take a synthetic replacement if he needs it.

Yhe rules are quite simple, you take them if you have been affected by some treatments, they are registered through your doctor, at least that is the case here. If I was on any medication at all and I was competing at national level my treatments would be registered through my medical records, which have to be made available to the national body.
I would then be a registered user of the treatments I was prescribed by my medical professional.

The only way he could avoid a synthetic replacement would be to graft a
testicle under his skin. So I am certain he takes a synthetic replacement,
if he needs it. Like otto said, if he still has one then he has enough test.
