In a hardware store. But if you live in the US, metric bolds/nuts may be
hard to find despite the fact that metric is the world standard.

Home Depot and Lowes both sell metric fasteners. Use stainless steel.

The big box stores have a wide selection of stuff, but not a lot of depth in
any category. They seem to be particularly lacking in traditional hardware.
Around us the independent True Value hardware stores seem to have an OK
selection of metric hardware. I know some metric hardware is also available
in SS there (e.g. hex bolts). Beyond that there are industrial suppliers
like Fastenal or a very good LBS.

You got the bracket which screws into the bag or basket? Where did you
get that? Do they sell them separately?

Yes. xxcycle (or something like that) - I think it is in Europe, but the prices
were comparable to prices in US
