going to be suspended for doping rather then looking for another team?

I can't see another team picking him up until all those other issues
are fleshed out. But then maybe I'm naive, some teams might just be
looking for a way to get him cheap hoping he beats the rap.

He's probably just thinking the clock is ticking, no time to [censored]
around with potentially uneccesary legal proceedings to get a dead-end
job back. If he stays in shape, gets some focus and lets his lawyers do
their job while he scouts a new gig, he may be able to pull it off next
year. If he waits forever and gets fat and otherwise screws up he can
forget it forever.

It's not clear to me whether or not he's under formal judicial investigation
in Spain. If he is, I would think it would be difficult for a Pro Tour team
to hire him. As to Discovery, don't they have a policy of not hiring riders
who are under formal drug investigation?

I thought the dossiers had been turned over to the respective national
federations (Swiss in Ullrich's case, I believe) and it was up to them
now to proceed or not.

He isn't. It's (dubiously) illegal in Spain for a doctor to practice
blood doping (what they're after Fuentes for is allegedly endangering
his patients), but it's not illegal to have blood doping done to you. So
whether or not they can bring a prosecution against Fuentes they
definitely cannot being one against Ullrich, Basso or the rest. This
doesn't mean, of course, that there national cycling governing bodies
may not ban them from competing, but as far as the Spanish law is
concerned, they're all in the clear.

None of the riders mentioned in the Fuentes case are under formal
investigation. Apperantly Discovery are so desperatly that the just
signed with a rider mentioned in the fuentes case: Paulinho.

There is no way Discovery is going to sign Ullrich... Bruyneel already
made his feelings clear about Ullrich: Ullrich is a rider who seems to
have a problem every year.

Ullrich will probably be past his prime by next year. Why would
Discovery bother with Jan now that they have signed Leipheimer.

I suspect that Discovery isn't able to call on those Spanish doctors,
visiting their hotels in the evening, anymore.
