Back in the days of dot-com mania I wondered about that. It could probably have got funding if I'd

The basic idea was cycle-hire. Not so much as we know it today, but with tie-ups to things like
railway stations and hotels which people may anticipate arriving with transport needs, while far too
far away to take advantage of local information. Existing hire firms and others with the capability
would be encouraged to participate, and to expand their services to include things like
delivery/collection where possible. Then link up to people selling rail, bus or air tickets,
holidays, etc... Promote it as integrated transport, in direct competition with car hire for the
business traveller, as well as for the leisure cyclist.
With a suitable business partner - one who can do the [censored] bit - I'd still be up for that.
