Identify this pedal

That's an "aero" type clip & strap pedal missing the special toe clip
that it is intended to use. Not sure of the brand, I'd guess SR.

It would primarily be intended to be used with old-fashioned slotted
cleats, if any.

Probably dates from the early '80s. Pretty useless without the special
toe clips.

Looks similar to the Shimano ones that came on my Trek 660, but those
had a trio of holes at the front instead of just two. They're made to
be used with clips and straps with the clips being attached with bolts
through those holes in the front.

That's an "aero" type clip & strap pedal missing the special toe clip

The clip would look something like this-

Note the flat bottom, no tab like on typical toe clips. The two bottom
holes on the clip would line up with the two holes on the front base
of the pedal you have shown (if they are compatible!)

Once the clip breaks or is lost, good luck finding a match. When I had
some Shimano 105 pedals with unique clips like these, I ended up with
three pairs of trashed pedals just to have the clip for the one pair
with decent bearings.

It's a 1980s pedal designed for use with a special toeclip
you can't find. There were many then, each with a unique
pattern toeclips. Moreover that style breaks clips easily.
Even Campagnolo had one. Shimano persisted with several
levels of three-bolt toeclip pedals. Generally, designs
with vertical bolts suffer premature clip failure.

Your mystery pedal's the shape of the Sugino Aero pedal but
that one had a riveted back plate

Generally, don't buy pedals if the toeclip screws are
vertical instead of horizontal.

In the store, we suggest a pair of $14.95 aluminum road
pedals plus regular toeclips, a combination that's often
cheaper than replacing rare clips.

Is that emblem on the dustcap a four leaf clover?If so do a
search for HTI , a pedal maker in Taiwan, ROC.
