Litespeed made Ti BBs once upon a time but I don't know if this is one. He could call or email and ask. The BB doesn't seem to match any of the fossils at bikepro.combottom brackets.htmlOpen ↗ which is a paleontological reference for such things. (Somebody really ought to archive the entire bikepro site for future historians.)

That is a mystery, huh? One could drill two holes in each cup and use a pin spanner.

From the photo it looks like we *might* be looking at a rubber seal, which you would probably pry out to expose the actual wrenchable part of the cup, but that's a shot in the dark.

Given that these odd lockrings puzzle someone with your bicycle experience, could they be non-bicycle pieces borrowed from some other world where they made sense?
That is, could they be collars for some industrial pump that just happened to have the right dimensions? If so, it would explain why you're scratching your head over how to disassemble them with bicycle tools.
For extra points, how should he disassemble this? There seems no wrencheable feature on either cup.
Take a cheap BB lockring and saw a slot in it, then screw it onto the cup. Use a lockring pliers to squeeze down on the lockring, hopefully pinching it hard enough around the cup that it will grab the cup and you can turn both of them out of there.
If the original lockrings are alum, you can probably do this without cutting them. They should deform easily enough to grab even without the slot.

I don't know the company name, but I saw one of these a while ago. I think the guy said it was from a CNC place. They made stuff for BMX bikes. There was even a version with aluminum spindle! It had standard dimensions, intended for the smallest kids to use.

OK, but with some experience around cars and machine tools I can think of no other thing in this world threaded 1.370"x24tpi _reverse_!!
