So how often is it considered safe to use ice therapy?

It's not how often, it's for how long. If you require frequent icing,
daily, for a month, you might want professional diagnosis and treatment.
Icing is usually used occasionally, for short term, to reduce pain,
    swelling, and inflammation.

But, hey, it's your elbow, not mine, so, best of luck to ya'.

It wasn't daily. More like once every 5 - 7 days per area.

Well moron, at least I'm not stupid enough to ice my elbow for 6
months, when all the sports authorities say you use ice in the first
24 hours, then after that heat.
Shove some up your ass, maybe it'll stimulate your brain.

I have no opinion because it is a non-issue. Why would there be a limit on
how often you can (I assume you mean should) ice an area? Once every 5-7
days for, let's say, your entire life, would cause what harm?

If you're worried that the underlying problem isn't going away, and is
requiring weekly icing, my original advice returns: go see an appropriate
medical professional and get an accurate diagnosis.
