I've never used anything but air to seat USTs. Once the tire is fully on and the bead is more or
less in place, pump like a crazy man - like 15 strokes in as little time as possible. You are
basically pumping faster than air can escape. Usually, the tire is tight enough on the rim that
whatever air is trapped starts popping the bead in place. Pump, casually now, to around 30 psi, and
then work the tire around, checking that the tire is seated properly (using the guide dealies
imprinted on tires that let you know everything is seated straight). Pump up to like 60 psi once
you're happy with the bead.
You will hear popping throughout...that's the tire seating itself. If it matters, I've swapped
lots of USTs using a Topeak Joe Blow Sport pump, which is pretty middle of the road regarding
volume and pressure.
