I'm going on a cycling holiday for a couple of weeks in the second half of August to Austria.
Do I need to take out a special insurance for cycling? I'll only be doing road cycling, no adrenalin, off-road stuff.
Or can I just purchase a standard holiday insurance that will cover me?
You should check what is required in Austria. Some countries require cyclists to have accident & 3rd party cover. (You would be wise to have it anyway).
Normal holiday insurance is generally OK but you need to check the policy. Some companies assume anything to do with a bicycle is inherently high risk -- while others will cover you but you may need to tell them that you are intending to cycle.
Tescos Travel Insurance covers road cycling, not racing or MTBing though (IIRC). One can download the policy document from their website to check it out.

Insurance for what? If its medical insurance get an E111 form (obtained by getting a form CM1 from a main post office. ( Health cover in EU countries is summarised in DSS leaflet SA40) Many insurance policies waive policy excesses if you use it so its worth having anyway. If you want to supplement it with holiday insurance check the small print. I found a policy recently that had cycle touring as a high risk activity that was not covered. Many of them rule out off road riding so you may need to clarify before you go what happens if you have an accident on a cycle path.

In addition to previous good advice, if insuring your own cycle, make sure the cover is adequate. Many travel policies only provide indemnity cover for your belongings. Remind yourself of the second hand value of cameras, CD-players, bicycles, etc.. (claims department: " yes sir, we accept you have a genunine claim for a trashed bicycle. It is a *used* bicycle and they fetch at most fifty pounds in the local paper. Our excess is one hundred pounds, so we owe you nothing. Thank you sir." ).
I would suggest insuring your bicycle(s) and personal belongings as all-risks new-for-old within the EU on household contents insurance. Then decide if you need travel insurance for medical and cancellation purposes. That's what I do. I use SnowCard (www.snowcard.co.uk) for the medical and cancellation components.
