There is a big difference between 16 and 21. Most riders do not reach their peak form until their late twenties or even early thirties. In all likelihood, the difference is not a difference in strength or endurance, but in experience and technique. It just takes a lot of practice. A good coach helps a lot, too.

You can also find pedals on ebay, but beware of the Shimano SPD 505. These are only sold by Shimano to bicycle manufacturers for use on low-end bikes. There are a lot of new SPD 505 pedals on ebay because most people replace the OEM pedal with something better when they buy the bike. The SPD 505 is not nearly as good as the PD520.

There are many other choices for shoes in the under $60 range. The ones I put the link to are what I use. They are a good value, but more importantly, they fit my feet. Shoes are not something I would buy on-line. Fortunately, I have two Performance retail stores near me, so I could try on many different shoes before I decided to buy these.
