Help ! Bazooka Navigator

Frankly, I would find your friendliest local bike shop and take it
there. It's very hard to give good advice without seeing the detail.
All I can see from photos online is that there is a hinge and clamp
where the interrupted head tube meets the downtube.

Apart from the hinge it's fairly conventional, so anybody used to
working on bikes will be able to deal with it. If you say where in the
country you are it's possible that someone here will be fairly local to
you and prepared to help out. But like I say it's not easy to diagnose
this without actually seeing the bike.

Thank you very much for your advice. I am in the Leytonstone area of
East London - so if anyone can help - it would be appreciated.
